Amazon Blocks Meta's Muse AI Agent From Making Purchases, Citing Terms of Service

Amazon has blocked Meta's newly launched Muse AI personal agent from completing purchases on its e-commerce platform, according to CNBC, escalating a fight over who controls the "customer relationship" as AI agents push into online shopping.

Meta's Muse, which can book appointments and travel, fill out electronic forms, monitor home security cameras, and shop across marketplaces via Shopify and Stripe integrations, rocketed to the top of Apple's App Store after launch — reportedly surpassing ChatGPT. Meta's stock has jumped more than 20% in the two weeks since Muse's introduction and is now up 13% year-to-date in 2026, just below the Nasdaq's 16% gain.

Amazon says allowing Muse to transact on its behalf would violate its terms of service. In a statement, the company said "third-party applications that offer to make purchases on behalf of customers from other businesses should operate openly and respect service provider decisions about whether or not to participate."

This is not an isolated incident. Amazon sued Perplexity in November, alleging the AI startup concealed its agents to scrape Amazon's site without authorization, and has also blocked agentic tools from OpenAI and Google. "Amazon's whole model is fiercely guarding the customer relationship," said Matthew Hassett, CEO of smart alarm clock company Loftie and AI-commerce startup Deliberate. "'Respect service provider decisions' is the polite version of 'not on our shelf.'"

Emarketer analyst Max Willens said the pattern reflects a structural shift: "For many years, Amazon was the place most U.S. consumers went first if they wanted to buy something online. Today, those consumers are increasingly starting those shopper journeys with AI assistants."

Market ripples beyond e-commerce

Muse's early traction has rattled sectors beyond retail. Shares of financial services firms Charles Schwab and LPL Financial Holdings fell Tuesday, and travel booking sites Booking Holdings and Expedia dropped Wednesday, as investors weighed the risk of AI agents disintermediating those businesses too.

The rollout also lands amid broader industry unease. Anthropic and OpenAI have called for slowing the pace of model development over fears advanced AI could amplify cybersecurity risks or spin out of human control. Meta separately agreed last month to pay up to $17 billion to settle a multistate lawsuit alleging it misrepresented child mental health harms caused by Facebook and Instagram — a backdrop that could sharpen scrutiny of a new AI agent handling sensitive personal tasks.

Joseph Turow, professor emeritus at the University of Pennsylvania and a digital privacy researcher, expects a cautious rollout curve for consumer trust: "People are going to be very wary. Some people are going to dip their toes into it, and some people are going to accept it for particular companies that they trust."

Wall Street eyes wearables tie-in

Mark Zuckerberg is set to keynote Meta Connect, the company's annual developer conference, with analysts anticipating a pivot from app-level Muse adoption toward a broader platform push. Cantor analysts, who rate Meta a buy, wrote that Muse's unit economics are "being subsidized in the early days" but that Meta has "several paths to a profitable freemium model." Mizuho analysts, also bullish on the stock, said Connect could reveal a "Muse-on-glasses" strategy pairing the agent with Meta's Ray-Ban smart glasses, made in partnership with EssilorLuxottica — a business that has seen far stronger adoption than Meta's Quest VR headsets.

What this means

Amazon's block signals that platform owners will not cede checkout control to third-party AI agents without a fight, regardless of which company builds them. Expect more retailers, and potentially banks and travel sites, to erect similar barriers as agentic AI shopping tools proliferate — meaning the real bottleneck for products like Muse may not be model capability but negotiated (or contested) access to commerce infrastructure. Meta's ability to convert App Store momentum into a durable business likely hinges less on Wednesday's keynote and more on whether it can strike distribution deals that Amazon, and others, currently refuse to offer.
