OpenAI is rolling out a new pricing tier for ChatGPT Business called Premium Seats, priced at $125 per user per month, or $100 per user per month with annual billing. The move adds a higher-capacity option above the existing standard seat, which remains priced at $25 per month ($20 with annual billing).
What Premium Seats Include
According to OpenAI, Premium Seat users get five times the usage capacity of standard seat users. Premium seats also remove the five-hour usage limit that applies to standard seats, with usage instead resetting on a weekly basis.
Workspace administrators can mix both seat types within the same organization, assigning Premium or Standard seats to individual team members based on their usage needs. This allows businesses to reserve higher-capacity seats for employees running heavier workloads while keeping lighter users on the standard tier.
Why the Change
OpenAI says the new tier reflects a shift in how teams use ChatGPT — specifically, a move toward more complex, agent-based tasks that consume significantly more tokens than typical conversational use. Agentic workflows, which involve the model taking multiple steps, calling tools, or executing extended chains of reasoning, tend to require far more compute per task than simple question-and-answer interactions.
Context: Flat-Rate Pricing Was Unlikely to Last
The pricing change is not unexpected. Flat-rate subscription plans from major AI labs — including OpenAI, Anthropic, and others — have generally been priced well below the actual compute cost of heavy usage, functioning as loss leaders to drive adoption. As agentic features become more central to how businesses use these tools, the gap between subscription revenue and compute expense widens, creating pressure to introduce higher-priced tiers for power users.
OpenAI's approach contrasts with a strategy taken by Microsoft. Rather than raising prices for heavy users, Microsoft has begun substituting some higher-cost OpenAI and Anthropic models within Copilot for cheaper in-house alternatives, aiming to control costs from the infrastructure side rather than the pricing side.
What This Means
The introduction of Premium Seats is a signal that the token economics of agentic AI are starting to show up directly in enterprise pricing. As ChatGPT Business customers push more workloads through multi-step agents rather than single-turn chat, OpenAI needs a way to recoup the higher compute cost without raising prices across the board. The tiered approach — keeping a $25 standard option while adding a $125 premium one — lets OpenAI preserve its lower-cost entry point for casual users while extracting more revenue from heavy agentic users, who are likely driving a disproportionate share of infrastructure costs.
